PANAY Island: Aklan, Antique, Iloilo, Capiz

TRACK:

Last October 26, the Low Pressure Area in Eastern Visayas developed into Tropical Depression “PAENG”, while carrying maximum sustained winds of 45 km/h near the center, and gustiness of up to 55 km/h. On October 27, PAENG intensified into a Tropical Storm, and on October 28, at 2:00 PM, Tropical Cyclone Wind Signal No 1 was raised all over Panay Island: Antique, Iloilo, Capiz, and Aklan.

On October 29, at 2:00 PM, TCWS No 2 was raised in the Northwestern portion of Antique and the Western portion of Aklan, while the rest of the island remains at TCWS No 1, as PAENG carries a maximum sustained winds of 95 km/h, and gustiness of up to 130 km/h. On October 30 TCWS warning was lifted in the whole of Panay Island.

DAMAGE ASSESSMENT: 

• As of today, October 30 (11:30 AM), PCDR gathered a total of at least 169,316 families (633,935 individuals) affected in at least 766 Barangays all over Panay Island. This is based on PCDR’s consolidated data from the National Disaster Risk Reduction and Management Council report as of October 30 [6:00 AM], reports from different Local Disaster Risk Reduction and Management Councils, and reports on the ground from PCDR’s Disaster Preparedness Committees and partners in the Network for Disaster Response.
• Since October 27, some municipalities on the island have conducted pre-emptive evacuations. Moreover, most of the towns and communities in Panay are experiencing flash floods, mud floods, and landslides due to incessant rains since October 27.
• OVERALL, most of the towns on the island are still flooded. Meanwhile, mountainous towns have experienced landslides. Because of this, most of the major roads are still IMPASSABLE.
• Water Supply is also affected, while most towns affected still have no Electricity. Communication lines are also unstable in most parts of the island.
• Initially, reported casualties reached 12 on the whole island. Moreover, at least 30 houses are totally damaged and at least 215 houses are partially damaged all over the island.

• ANTIQUE:
  • In Antique, the capital San Jose recorded the most number of affected population that reached 2,944 families or 12,943 individuals, according to San Jose MDRRMO.  
  • Other severely affected towns in terms of most affected population include Culasi with 678 families [2,584 persons] and Sibalom with 114 families.
  • Sibalom recorded 2 fatalities, Tobias Fornier recorded 1, and Patnongon recorded 2 [data to be verified].
  • Most of the roads going to Antique are still IMPASSABLE due to landslides. Some roads were damaged such as those in Barangay Igbucagay, Hamtic, and Barangays of Pisanan and Nagdayao in Sibalom.
  • Some bridges also collapsed due to flashfloods including that of Paliwan Bridge in Laua-an, and Igburi Bridge in Patnongon. Takas-Iglinab road was also impassable as bridge in Barangay Takas, Valderrama was damaged.
  • In Hamtic, dead farm animals such as cows and pigs were found along the shores of Barangay Dangcalan.
• CAPIZ:
  • Most of the towns in the province of Capiz were also damaged by flood brought by STS Paeng. It affected both residential and agricultural areas in the province.
  • According to Capiz PDRRMO data as of October 29, 10:00PM, Pontevedra recorded the most number of affected population that reached 15,588 families or 75,232 individuals. 
  • Other most affected towns include Mambusao [43,443 persons], Dumarao [51,441 persons], Sigma [30,975 persons], Roxas City [4,359 persons], Cuartero [8,113 persons], Dumalag [4,750 persons], Maayon [29,497 persons], Panitan [5,749 persons], President Roxas [16,890 persons], Dao [3,182 persons], Sapian [3,279 persons], Panay [28,267 persons], and Tapaz [4,625 persons].
  • The town of Panitan recorded 26 Barangays flooded. Among these, 14 Barangays are still IMPASSABLE.
  • Tapaz has recorded 1 fatality.
  • Most of the major roads in the affected communities are either impassable or passable only to light vehicles due to flooding.
• AKLAN:
  • In Kalibo, the capital town Kalibo has recorded 7,290 families or 25,121 individuals affected in 19 Barangays.
  • Other towns severely affected in terms of the most affected population include New Washington [24,353 persons], Libacao [26,683 persons], and Numancia [7,488 persons].
  • The town of Libacao experienced landslides due to incessant rains. Moreover, towns and communities along the Aklan River, including the capital Kalibo, experienced mud flooding, which greatly damaged their houses and properties.
  • Infrastructures were also damaged by flashfloods in Aklan such as the Kalibo-Numancia Bridge.
  • Libacao also recorded 7 casualties [4 dead, 1 injured, 2 missing], as of October 28.
  • Most of the major roads in the affected communities are either impassable or passable only to light vehicles due to flooding and landslide.
  • Aklan Provincial Government has declared the province under state of calamity as of October 28.
• ILOILO:
  • In Iloilo province, Estancia recorded the most number of affected population that reached 55,130 individuals or 14,529 families.
  • Other most affected towns in terms of most affected population include Barotac Viejo [17,069 persons], San Dionisio [18,214 persons], Dingle [16,875 persons], Dumangas [4,428 persons], and Passi City [3,152 persons].
  • Passi City has recorded 918 families [3,152 individuals] affected from 8 Barangays. Passi City has also recorded 1 casualty.
  • San Joaquin has recorded 1 fatality.
  • In the province of Iloilo, most of the major roads going to Northern Iloilo are either impassable or passable only to light vehicles due to landslides. Moreover, fishing communities in Northern Iloilo also reported damages to their fishing gear and equipment. 
  • In the central portion of Iloilo and in other farming communities, flooding affected rice crops and, other agricultural and aquaculture areas. 
  • Infrastructures like roads such as in Cabatuan and Janiauy, and bridges such as in Miagao were also damaged. 
  • Coastal Barangays in Iloilo City were also affected by STS Paeng. Iloilo City DRRMO recorded 81 families [281 individuals] affected.
  • Most of the affected communities in Iloilo province are passable, while other roads heavily damaged are still impassable.

RESPONSES AND ACTIONS [NETWORK]:

• Disaster Preparedness Committees in affected communities were activated as of October 29.
• PCDR was able to launch its call for donations as early as October 28.
• PCDR was able to publish 3 Situational Reports from the reports submitted by partners, and reports from NDRRMC and LDRRMCs (visit pcdr-panay.org).
• Disaster Preparedness Organization, Rise Up Aklan, assisted the resident during evacuation in Kalibo, Aklan.
• Partners and members of the Network for Disaster Response were able to conduct Rapid Damage and Needs Assessments in affected municipalities as early as October 28.
• Rise Up Aklan was able to distribute its first wave of relief in Kalibo, Aklan last October 29.
• Partner Youth, Tulong Kabataan Western Visayas, has conducted feeding program/distribution of hotmeals in affected coastal barangays in Molo, Iloilo City this morning, October 30.
